If TXIQ-signals at R541/548 are ok, check 897.6 MHz TX-spectrum at both sides of L514:

Amplitude of TX-spectrum at L514 is around 0 dBm. If this spectrum is not measurable, you have to check
all signals, which HAGAR N500 needs to work:
