If the startvolser and endvolser parameters are set to the NULL
string ("" or '\0'), a search will start at the smallest database
entry defined for the client and end at the largest database
entry defined for the client. However, the maximum string
length of startvolser must be the string length of
ACI_VOLSER_LEN
