STEP 7:
Slide axle (6) through both axle brackets.
Slide spacer (17), wheel assembly (7) and
then washer (18) onto end of axle. Secure
by attaching cotter pin (19) through hole
in end of axle. Repeat to attach second
wheel. Use bolts (15) and nuts (16) to
attach tops of tray braces to tray. Use a ½"
wrench or socket to fully tighten all nuts.
