0 = inactive (group call, eavesdropping protection and captive call inactive)
1 = dial telephone number 1 (eavesdropping protection and captive call)
2 = dial telephone numbers 1 to 2 (eavesdropping protection and captive call)

8 = dial telephone numbers 1 to 8 (eavesdropping protection and captive call)
9 = dial telephone numbers 1 to 9 (eavesdropping protection and captive call)
When group calling is active and any direct dial key (except for the i key) is
pressed, the respective telephone numbers (1 to x) are dialed successively
until someone is reached who can properly acknowledge the receipt with any
DMTF tone or until all telephone numbers have been dialed. For x=9, the i key
is also dialed during the group call, otherwise telephone number 9 is dialed
when pressing the i key. After V1.61, the call is not ended after expiry of the
confirmation time when making a group call consisting of more than one tele-
phone number (configuration step 20 to 1), the connection will remain without
confirmation.
