Unit: 0.5dBm
Driver will use this value as reference target power of SKU function.
TSSI off:
If 5G 54M target power is 13dBm, 13dBm= 13*2 = 26(dec) = 0x1A(hex)
0xF8 offset should be filled with 0x1A value.

0xF7 TSSI off 2.4G TX power (54Mbps, dBm)
0xF8 TSSI off 5G TX power (54Mbps, dBm)
