<strLongTime>: Format "2010/08/01,12:30:00"
<holdTime>: Hold time value.(Unit:Second)
For example:
RTU power on at 12:30:00, and power off at 13:30:00 on August 1st,2010
AT+EXCAL5=OT,"2010/08/01,12:30:00",3600
