IC501.

Replace IC1513.
Check each line between each pin of IC1513
and each pin of IC1508, and service it if defective.

Is 5V voltage supplied to Pin(16) of IC1508?
Is -5V voltage supplied to Pin(7) of IC1508?

Replace IC1508.
