Setup Tasks to Perform as the Oracle User

The Apache account owner should have minimal user privileges, and should not be
a member of any groups whose files are not intended to be visible to the public

Log in to the Oracle9 account and perform the following tasks as necessary:

Set default file protections for the oracle9 account to ensure that group
and world have read and execute permissions, but not write permission, on
installed files.
