This message is used to set sound parameters such as vibrato or detune, etc.
The NRPN MSB and NRPN LSB specify the parameter which is to be controlled, and subsequently Data Entry (refer to 1.2.1)
is used to set the value of the specified parameter. Only the MSB of Data Entry is recognized.
