Is the power-on (red) light on the 3299 lit?

Verify that power is supplied to the 3299. If power is
supplied, the unit is defective and should be returned.
Follow the 3299 Service/Replacement Procedure on page
2-6.
Verify that the 3274 device panel switch is in the down position
or that the shorting cap is not connected, whichever is
appropriate (See Figure 2-1
Ii
on page 2-51.) If this is a new
installation, verify that the 3299 input and output signal cables
are connected correctly, and that the 3274 has been IMLed
successfully. If you are not sure whether a successful IML was
achieved, re-IML at this point and verify.
