If you are upgrading from NauticaRS 4.123R, the following is a
comparison of the common commands between the two versions:

Since the default blacklist timeout is now 20 seconds, users in
countries where the PTT charges for all ISDN call attempts (such
as in Austria or Switzerland) must set the blacklist timeout to 0 to
avoid the possibility of running up a large ISDN bill. For the vast
majority of users worldwide, where failed ISDN calls are not
chargeable, 20 seconds is a very reasonable timeout.
