STEP 4 : Use 6 Short Bolts(L) to attach Ped Top Bracket(PED-H) to Return Top(TT-D) in the location shown below.
Do not tighten bolts until all are started.

STEP 5 : Attach File File Pedestal(PED-F) to the Ped Top
Bracket(PED-H) using 3 Long Bolts(K).
NOTE: Cam Pins on the File File Pedestal should face inward
for modesty attachment.
