The configuration fails if the firmware receives bitstream with an invalid
software version before 21.1, if
the AS x4 configuration.

3.2.9. Active Serial Configuration Software Settings

You must set the parameters in the Device and Pin Options of the Intel Quartus Prime software when using the AS
configuration scheme.
To set the parameters for AS configuration scheme, complete the following steps:
1. On the Assignments menu, click Device.
2. In the Device and Pin Options select the Configuration category.
