Configure WRR queuing

WRR queuing includes basic WRR queuing and group-based WRR queuing.
With a WRR queue configured on an interface, WRR queuing is enabled on the interface, and other queues
on the interface use the default WRR scheduling value and are assigned to the default WRR priority group.
