The number of times that PBSY was returned to this port as a result of a Class 1 Frame that could
not be delivered to the other end of the link. This occurs if the destination N_Port is temporarily
busy. PBSY can only occur on SOFc1 frames (the frames that establish a connection).
This is a Fibre Channel only statistic. Brocade does not support Class 1 Frames.
