My trac vac won't run unless I keep turning the pool pump off and on

The Hayward TracVac may only run when the pool pump is turned off and on due to a blockage or insufficient water flow. The turbine could be partially or fully blocked with debris, which affects movement. Also, incorrect pump speed, dirty pool filter, or improperly set valves can reduce flow, causing the cleaner to stall. Restarting the pump may temporarily restore flow, allowing short operation.

The Hayward TracVac gets stuck on the bottom step because it tries to climb, but the step is too short for it to spin around properly.

My tracvac has the same problem getting stuck against the bottom step. I see your answer why it does but not the solution. Is there a way I can try to stop this from happening?
Thank you

IMPORTANT SAFETY INSTRUCTIONS • If your pool has a dedicated suction port ("vac port") for vacuuming or for an automatic pool cleaner, it must be covered when not in use. If the cover is not already installed, use a spring-loaded Safety Vac-Loc cover W400BWHP on the suction port to prevent entrapment and injury.
