I was cleaning my stove, and all of the controls are frozen. How do I unlock this? I tried holding the lock controls for 3 seconds and that didn't work.

To unlock the controls on a GE JSS86 stove, you need to reactivate the touch pads after cleaning. Refer to the "Lock Controls" section in the Oven Controls part of the manual to deactivate or reactivate the touch pads.
