- Page 3 SET UP INSTRUCTIONS TOWER SET UP One person chooses a hard, flat surface to start building the Tower. To set up the game, lay 3 blocks next to each other, along their long sides, on a hard surface to complete the first row. Start the next layer by placing 3 more blocks next to each other at a right angle to the blocks on the previous row.
