This icon with its associated screen gives the various modem/router states:

"LINE" LED blinking

Check the connection of your ADSL splitters. Each telephone socket used in your
installation should be fitted with an ADSL splitter.
Check that the RJ11 line lead supplied with your SAGEM F@st™ 1200/1240 is connected
to one of your outlets. The use of telephone extension leads is not recommended.
Finally, check with your ISP on the availability of the ADSL service on your telephone line.

and the ADSL line is connected to
the Internet.

The ADSL line is not
connected to the
modem/router.
Check the
connection to the
modem/router.
or
2)
The PPP link is not set up.
Check the PPP link
parameters supplied by your
Internet Service Provider
(ISP).
No communication with the
modem/router.
1) Check that the modem/router
is powered up.
2)
Check that the modem/router
is correctly connected to your
computer via its Ethernet
(ETH) interface or its USB
(USB) interface.
