Yes
Replace Q1511.

Is 14V voltage supplied to the collector of Q1100?
Yes
Is the "H" pulse inputted to the base of Q1100?
Yes
Replace Q1100.
Is the "L" pulse outputted to the collector of Q1104?
Yes
Is 37V voltage outputted to the collector of Q1101?
Yes
Check IC1102, Q1100 and their periphery, and
service it if defective.

P-ON+10.5V is not outputted. (HDD+12V is outputted normally)
Check D1135, D1136 and their periphery, and
service it if defective.
