int RFCRReset(int onOffPulse);
Parameters
0 = OFF
onOffPulse
1 = ON
2 = PULSE (OFF then ON)
Return Values
0 Success, for OFF
> 0 Success, for ON or PULSE. Return value is the RFCR handle
< 0 Error
-EBADF if not initialized
