Brief Description of Function
If set to 1 and item 028 CH. OVERIDE is set to 0, a "CHANNEL NOT
AVAILABLE" message is displayed if user attempts to direct tune a channel that
is not included in the channel lineup.
If set to 1 and loss of MPI communication occurs, STB tunes to Start Channel.
User programmable number, most significant byte.

Enforces rigid MPI checksum.
Relaxes MPI timing to be compatible with PC-based Windows-
