Why won't condenser come on from tstat,but when manually pushing in contactor the compresser will come on but the condenser fan won't spin even when manually trying to spin?

@Carl Edward Holtz I read the trouble code 4 short flashes 7 long flashes but on condenser cover it didn't list a 47 code. Either I intrepid the flashes wrong or I need the actual manual for the code.

@Mr. Anderson Ambient temp way 92f,indoor fan operates in the on position,contacted was open I had to push it in to energize the compressor. With the ecm condenser motor should it spin freely when spinning by hand? If so it was somewhat difficult to spin very well, almost like it would lock up after about a 3rd of rotation.
