For Fabric OS v3.x:
The 3 (testing) state indicates that no user frames can be passed. As the result of either explicit
management action or per configuration information accessible by the switch, swFCPortAdmStatus
is then changed to either the 1 (online) or 3 (testing) states or remains in the 2 (offline) state.
For Fabric OS v4.x:
The 3 (testing) state is not supported.
