Please execute a following command.
# yum list installed | grep elfutils-libelf-devel
elfutils-libelf-devel package is sometimes already installed by the environment of the use,
exit according to step 9.
Installs the elfutils-libelf-devel package.

The place where it mounts the installation media in the following explanation is an example.
According to the environment to use, please change appropriately.
1) Executes a following command and creates a directory "/media/cdrom".
# mkdir /media/cdrom
2) Sets the installation media in an optical disk drive and mounts the installation media,
executing a following command.
# mount -r -t iso9660 /dev/sr0 /media/cdrom
3) Please create a file to have described the following contents in a following directory.
It confirms whether or not the establishment of a repository is made normally.
Directry : /etc/yum.repos.d/
File Name : dvd.repo
Contents :
[dvd]
name=Red Hat Enterprise Linux 8 - BaseOS - x86_64(DVD)
baseurl=file:///media/cdrom/BaseOS
gpgcheck=1
enabled=0
gpgkey=file:///media/cdrom/RPM-GPG-KEY-redhat-release
4) It executes a following command, and if the list of a package is displayed, it is set right.
# yum --disablerepo=ヽ* --enablerepo=dvd list
5) Executes a following command and installs the elfutils-libelf-devel package.
Please type "y" and continue it when being asked for the entry during the installation.
# yum --disablerepo=ヽ* --enablerepo=dvd install elfutils-libelf-devel
6) If the installation completes, it executes a following command and deletes a local
repository file and takes out the installation media from an optical disk drive.
Please type "y" and continue it when being asked for the entry during the installation.
# rm -f /etc/yum.repos.d/dvd.repo
