The Mercury 25 Series carburetor operates by feeding fuel to the engine using a primer valve. To start the engine, the primer valve must be squeezed until it feels firm, indicating that fuel has reached the carburetor. Fuel flows from the fuel tank through a connector, which automatically opens an air vent when attached. The direction of fuel flow is from the tank to the outboard. Once primed, and with the choke knob pulled out (if the engine is cold), the engine can be started.

The Mercury 25/30 Two-Stroke outboard engine requires NMMA-certified TC-W3 2-cycle oil. Mercury or Quicksilver Premium TC-W3 2-cycle oil is recommended, with Mercury or Quicksilver Premium Plus TC-W3 2-cycle oil providing additional protection and lubrication. If these brands are unavailable, another NMMA-certified TC-W3 2-cycle outboard oil may be used. The fuel mixture should be 25:1 (4%) for the first tank and 50:1 (2%) after the break-in period.
