why does the hard-wired set give FORBIDDEN message, FAILED CALL

The Yealink T40G displays a "FORBIDDEN" message and shows "FAILED CALL" when dialing a number if the number is blocked under the "Block Out" feature. This happens when the number is listed in the blocked numbers section, and the parameters `dialplan.digitmap.enable` and `account.X.dialplan.digitmap.enable` are set to `0` (Disabled). If these conditions are met, the call will not be allowed, and the LCD screen will show "Forbidden Number."
