Is the AC Adaptor inserted into AC outlet? (*1)
Is output voltage of AC adaptor 5.5 V?
Check VDDC (1.2 V): Test Point [VDDC]
RSTN: Reset = "High"?
Check Xtal CLK = 13.824 MHz?
Check BBIC.

Does BBIC (IC1: 7) oscillate at 10.368 MHz?
