at a Specific A b s o rption Rate (SAR) of 1.6 watts per
k i l ogram (1.6 W/kg). The FCC limit is consistent with the
s a fety standards developed by the Institute of Electri c a l
and Electronic Engi n e e ring (IEEE) and the Nat i o n a l
Council on Radiation Protection and Measurement. Th e
ex p o s u re limit takes into consideration the body 's ab i l i t y
to re m ove heat from the tissues that absorb energy fro m
the wireless phone and is set well below levels known to
h ave effects. Manu fa c t u re rs of wireless phones mu s t
rep o rt the RF ex p o s u re level for each model of phone to
the FCC. The FCC website (http://www . f c c. gov / o e t /
r f s a fety) gives directions for locating the FCC
i d e n t i fi c ation number on your phone so you can find yo u r
p h o n e 's RF ex p o s u re level in the online listing.
8 . Wh at has the FDA done to measure the ra d i o
f re q u e n cy energy coming from wireless phones?
The Institute of Electrical and Electronic Engi n e e rs
(IEEE) is developing a technical standard for measuri n g
the radio fre q u e n cy energy (RF) ex p o s u re from wire l e s s
phones and other wireless handsets with the part i c i p at i o n
and leadership of FDA scientists and engi n e e rs. Th e

test methodology for measuring the rate at wh i ch RF is
d eposited in the heads of wireless phone users. The test
method uses a tissue-simu l ating model of the human
h e a d. Standard i zed SAR test methodology is expected to
gre at ly improve the consistency of measurements made
at diffe rent lab o rat o ries on the same phone. SAR is the
m e a s u rement of the amount of energy absorbed in tissue,
either by the whole body or a small part of the body. It is
m e a s u red in watts/kg (or milliwatts/g) of mat t e r. Th i s
m e a s u rement is used to determine whether a wire l e s s
phone complies with safety guidelines.
