Point-to-point measures list and operating sequence

Description
The aim of point to point measures is to check the whole link including the line.
If alarms and/or errors are detected and if all the local checks have been made, then the
failure is due to external causes. If local checks have not been executed proceed as
instructed in para.3.3 from page 32.
In this section, the following are detailed:
Rx optical "line port" power check
