call from a Single Line Telephone (PB/DP),

A # or timing start is used for outgoing ISDN calls when LCR is not invoked.
Example: 1-214-555-1212 is dialed from a D
and ship the digits only after the timing start timer has expired or # is dialed by the caller.
The # sign tells the PBX that dialing is completed.
