maneuverability.

work which limits their

surveying, dredging, laying

navigational markers among
others.
These include boats fishing
with lines, trawl or nets; but not
trolling lines.
Sailboats have the right-of-way
over power boats; however, if
a sailboat is using a propeller
to move forward, it is
considered a power boat even
if its sails are up.
