The regions are loaded and are shown in the list as inactive.

Drawing Regions

Select the Zoom In tool to enlarge the Map window by either clicking
on an area, or clicking and dragging a rectangle over the area you want to
enlarge.
Select the Draw Region tool . Click and drag a rectangle over the area
you wish to define as a region.
Give your region a name (names cannot exceed 20 characters) and
select OK. You can create as many regions as you like.
