2311 drives without track overflow cannot be used to emulate 1302 and

The Model 145 integrated OS 1410/7010 Emulator program supports the
same facilities and I/O devices as the stand-alone 1410/7010 emulator
for System/360 models except for Stacker Selection on the 1402 Card Read
Punch.
