Toshiba DVR670 combo. Will not turn on; power, VHS, and DVD green lights are flashing. What's wrong?

The issue is likely a power supply problem. Specifically, a defective diode (D1015) and a bulging electrolytic capacitor (4700 microfarad, 6.3V) were identified as faulty components. Checking the power supply diodes with an ohm meter can confirm if any are shorted or overloaded. Replacing the defective diode and capacitor should resolve the problem.
