Support for Gen3 equalization workarounds mentioned in SMB_BSU Version 0.83.

Allows to select auto/manual. When auto option is selected PCI resource allocation
across multiple IOHs is optimized automatically based on the PCI device present.
With manual option user can force the PCI resource allocation across multiple

to [manual]. Use the <+> and <-> keys to adjust the value. The values range
from 1 to 8 with a one-second interval.
