DEFAULT OPTIONS tab: Specifies the default topic options that are applied when a
new topic is created from the main agenda editor grid interface. If the value of the topic
option is set to "SYSTEM", when the topic is loaded in the i!-Voting system, the default
body topic option will be applied to that topic option.
