This message sets the SYSTEM block (refer to tables <2 - 1>, <2 - 2>).
3. Realtime messages
3.1 Active sensing
a) Transmission
not transmitted.
b) Reception
Once FE has been received, failure to receive any MIDI message for an
interval longer than approximately 300 msec will cause processing to be
performed as if ALL SOUND OFF, ALL NOTE OFF, and RESET ALL
CONTROLLERS messages were received, and the unit will reset to a
condition in which FE was never received.
