Is the "H" signal outputted to the collector of Q2613?
Replace IC2602.

Is 4V voltage supplied to the base of Q1011?
Replace Q1011.

Replace Q2613.
Check D1013, D1014, D1021, C1019, C1025, and
their periphery circuit, and service it if defective.
Check IC1012, R1046, R1047, R1048, and their
periphery circuit, and service it if defective.
Check D1013, D1014, D1021, C1019, C1025 and
their periphery circuit, and service it if defective.
