If it is applied to triggering the displacement, it can be observed that the waveform moves horizontally with the knob when you rotate the Horizontal Position knob.

It is very useful for analyzing the input signal on Oscilloscope. You can match these frequencies with known system frequencies, such as system clocks, oscillators, or power supplies.
