A fixed pattern is transmitted to the receiving
speed (2400 to 9600 bps) designated by DCS,
receiving side optimizes the automatic equalizer,
according to this signal.
Sends 0 continuously for 1.5 seconds at the same
speed as the training signal.
Notifies the sending side that TCF has been properly
received. If TCF is not properly received, FTT
