This is theoretically correct for the radar sensor when it is installed at exactly the specified angle to the ground. Often though, the sensor may not be exactly at the prescribed angle.

STOCKS AG – MICROMETER APPLICATOR CONTROL SYSTEM 3.2 Power On/Off Switch the head unit on via the toggle switch on the rear of the instrument. The instrument powers up and displays the software version installed e.g. ‘A704’ then ‘Exxx’ then ‘Rxxx’ (software version WZ704-xxx rev.xxx). It then enters its normal operating mode and displays the forward speed channel.
STOCKS AG –MICROMETER APPLICATOR CONTROL SYSTEM 3.6 Cutout Alarm If the forward speed exceeds 2km/h with the drill ‘out of work’, the instrument will alarm by beeping and flashing ‘C.out’ every 5 seconds. The alarm will continue until the drill is lowered into work.

The alarm can be cancelled temporarily by selecting another channel, but will revert to the hopper level display and repeat the alarm after 30 seconds until the hopper is refilled.
