Rear wheel locks up

The rear wheel of a Kobalt KMP 5040-06 could lock up if the handle is rotated into the fully locked storage position, activating the storage switch which disables the mower. Additionally, if the mulching plug or grass catcher bag is not installed or removed properly, it may interfere with the discharge area, potentially causing wheel obstruction.

We've used this mower for a few years. Then, halfway through mowing the lawn, when I came back from emptying the bag, it would not start when I push the start button (yes the blue bar is being held too). I can engage the drive mode and the mower moves forward so it's not the battery. It's something in the start mechanism. The blade moves freely. The motor just won't start.
