Why the actual memory is less than the declared memory？

For the mobile phones supporting external microSD card, we advise you move pictures,
music and videos from internal storage to microSD card if you have the microSD card.
1.Open "Files". Click "Internal storage" from "Local"tab page and select the files you
want to remove. Click "cut".
