11. For Smaller Baby
If the child's
shoulders are even
with or just below the
lowest 2 slots, use
the upper loops on
the harness straps.
Thread the upper
harness straps loops
onto the splitter plate.
Make sure the straps
are on top of the
splitter plate and are
completely on.
