Tap Start → Programs → Internet Explorer in the tool bar.

Internet Explorer starts the pre-specified homepage. This sometimes also
involves (automatically) establishing the Internet connection.
Use the stylus to tap the button Internet in the
Start Center.
Or via the icon on the desktop:
Double tap on the icon.
