trap is sent for the same transition. Implementation of
this trap is optional
Description
This trap indicates PSE Threshold usage indication is
on, the usage power is above the threshold. At least
500 msec must elapse between notifications being
emitted by the same object instance.

This trap indicates PSE Threshold usage indication is
off, the usage power is below the threshold. At least
500 msec must elapse between notifications being
emitted by the same object instance.

This Notification indicates if the PD device has the stop
working or no response problem.
