Make sure the Rx-to-Tx connection rule is followed on the both ends of the fiber cable.

Fiber Port Configuration
For 1000M fiber application on Port 21, 22, 23, and 24, just leave the default port configuration Auto for fiber
connection.
2.9 Using Power over Ethernet
The PoE featured switch models can deliver PoE power via the UTP connection over all copper ports. They
require an external DC power input dedicated for PoE connections.
2.9.1 Applying PoE DC IN power
The PoE DC IN interface is shown below:
