The causes of oil leaks in a Toro engine with part number 38282 include:

1. Storing the machine with its handle tipped down onto the ground, which allows oil to leak into the engine cylinder and onto the ground.
2. Overuse or improper maintenance that may wash the cylinder of oil and shorten engine life, potentially leading to internal leaks.

These practices can result in oil leakage and prevent the machine from starting or running properly.
