Free: create a multimedia message with no restrictions.

by this type of message:

Emergency Alert Settings

The following Emergency alert settings are available:

Emergency alert settings: you can specify that the users
creating new media content be given the following options:
–
Emergency alerts: can be set to receive a selected type of
emergency alert. Choose from: All alerts on, Extreme alerts
only, or Presidential alerts only.

AMBER alerts: allows you to enable or disable the notification
of local Amber alerts.

Reminder: allows you to set the interval for alert reminders.
Choose from: Every 1 minutes, Every 3 minutes, Every 5
minutes, or Off.
